I must say your friends must have been over the walls 20 years ago. Or have excellent sniff or wondered to derelict parts. I went there 15 years ago and no restroom for sure, but if you put that thing out, that thing would be watched by thousands eyes or if now, live casted around China.
.
My first time in Laos in 1996, It took me 20 minutes to find a restroom when visiting the tall gate, sort like Arc of Triumph.
In city, even in Laos, no problem finding it in 10 or 5 minutes. When I visited northern laos projects, no need to have a restroom.

Being raise in America make me realize how lucky I am.
I had some friends who travel to China to visit the great walls. They said that place stink of urine and human waste.
Apparently they have no public restroom around the wall so people just go wherever feel like it. I think Laos has a long
way to go
