Here it is folks - the solution to eliminate poverty and enrich the Nation at the same time. 

More than 3,000,000 rural folks are still practicing subsistence living to survive and the majority of them wants to move 'forward' and get paying jobs and abandon this stone age lifestyle.  Also, it is highly obvious that it is mission impossible for them to pack up themselves and go to where the jobs and where-about to have roofs over their heads because they do not have enough resources to do so.  Then why not create communities close to where they can get jobs?

The first question come to mind is .... where is the money to build these communities?  This Poverty Eradication effort can be a business model.  This business model belongs to the Laos and the people of Laos.  The country can invest on these communities and if the country does not have enough to do so..apply for loans from World Bank and every international financial institutions existing on planet Earth.   The country tell these institutions why Laos is a great place for investments.

Modernization in Laos starts at the lowest portion of the totem pole.   The country must attack these folks first.  The country must move these folks into metropolitan areas where these folks can have easier accessibility to opportunities in terms of jobs and housing units.  When you centralize everyone to a certain area of land, you decrease the cost of moving goods and services within the population.   The economic situation of the entire nation will be enhanced due to these rural folks. 

In these communities, everyone will have opportunites for education and/or re-education, healthcare services, and personal welfare growth when they will never have this opportunitie when otherwise living in the rural areas.
