It's not just about politics. You can be fighting over land, or you can do something that upsets the locals.

If they don't like you, they can make trouble and call the police to come and arrest you. This is what Laos is like as a communist country. You don't necessarily need to talk about politics, you can still be arrested and disappear for other reasons.

Most of the top leader are hand pick by Hanoi. Lao can votes for representative. But the real power is in the hand of 11 Politburo who's handpick by Vietnam.
