So developed countries are the only ones allowed to "waste" water? I don't think anyone should be "wasting" water. I see it on the news all the time about water shortages in the US. They even have bylaws preventing you from watering your grass, commercials telling you to conserve electricity and water. Las Vegas is in need of a water supply and they are trying to bring it from Canada which so happens to have one of the largest supply of fresh water in the world. Some say that the next war is not going to be over oil but rather, fresh water. I don't really see anything being wasted when it has a purpose, and in this case, this is how they choose to use it. I think people around me waste gas by driving over 50 miles to work everyday but if they can afford it then that's their perogative. If Laos people have enough water to drink and are able to pour it on each others head, then that's their perogative. If water is not to be wasted, then how should it be used? People think that Laos is still developing, true, every country is continuing to develop but the mentality that beggars can't be choosers is not the case here.
