Business connection, trying to competed with Vietnam. I think. China also trying to lease land in Vietniane for development. Some people call it Chinatown in Laos.

Was it a private Chineses company or Chinese gov't funded?

I'm not 100% sure, but most likely Chinese government fund. Chinese company can get government loan to invest in other country.

If you are from Vietnam and have money, why not Laos right? Since Laos is right next to you..

Yup and Laos had close political ties with Vietnam. So it might be easier for business deals.

Most of the investment are in hydropower and mining. Which damage the environment. Would be nice if they invested more in manufacturing to created low skill jobs for Lao people.

Yes of course environmental impact is the optimal concern.  Increasing human population will increase environmental problems in the future.  All biological beings on planet Earth will eventually cease to exist again in the future like all did in the past many eons ago.

But for now we need to upgrade everyone in Laos during this lifetime.
