Vietnamese company builds plant in Laos
Updated: 5:55PM (GMT+7), Tue, March 13, 2012
The groundbreaking ceremony for a Vietnamese-invested factory to manufacture starch from cassava was held in the Lao province of Bolikhamxay on March 12.
Attending the ceremony were the Governor and Provincial Party Secretary for Bolikhamxay Province, Pannoi Mani and the Vietnamese Ambassador to Laos Ta Minh Chau, along with several other officials from both countries.

When giving his opening address, Governor Mani thanked Vietnam for the support it has given to Bolikhamxay province over the years and for setting up the factory, which he described as an excellent example of the friendship and solidarity between Vietnam and Laos.

Ambassador Chau said that this essential project by Thanh Hoa General Materials Company will add to the celebrations for Vietnam-Laos Solidarity Year in 2012, and will be a great help to the province's economy, while enabling the local community to improve their standard of living.

Built on a 26.78 ha site, the factory has a capacity of producing 100 tonnes of starch per day. Once completed and in operation, in 18 months, the plant will employ over 100 local people and benefit the area immensely.

1. Lease land very cheap

Vietnamese investors have a nasty tendencies to hire other Vietnamese, especially if the site is not far from the homeland. May be it would not be the case.

I personally prefer Thai investors. China and Vietnam like to bring their own workforce.

Thai is one of Laos biggest invest and trading partner. Many Lao also work in Thailand.

As long as Lao PDR 'stick to their guns' on Foreign investment laws/constitutions (90% local and 10% foreigner combo workforce) then everything will be just perfectly fine!

Law look good on papers. But enforcing the law is a different story. Some of these company used excuse that Lao worker doesnt have the skilled or qualification. So they bring their own worker. When Chinese  builds Laos $200 million stadium all the worker were from China. But Some company does hired Lao worker. Thai company that hired Lao labors send the worker to study in Thailand, before working at hydropower plants.

Perhaps it's related to a potential communication issue that may occur and cause delay in building the stadium?  Then it's understandable that they had to hire their Chinese speaking people and not the Lao speaking locals to get the structure built at a timely manner.

Be nice if they hired more Lao worker. China have 1.3 billion people, they don't need to hire Lao worker if not required.
