Sounds like you have to do it 'under the table' to get your business to start. I still do not understand the whole situation. This is fairly recent?

Different people might have different experiences. Corruption is everywhere in the world. Sometime you have to experience it first hand to know. I don't know. I don't live in Laos or has any experience with business there.
