If he says something offensive again, I will make it clear to him that his behaviour is unacceptable.
You (and others) did that many, many times. It doesn't stop him - he feeds on negative attention like that. Merely being told off holds no downside for him at all. Surely you have realized that by now.

As for losing other members, if they want to go, then let them go. At least my team and I can rest easy knowing that we didn't ban anyone, and it's their own decision to leave.
Many are leaving. Most likely myself too. Longhang and I have offered you a fair system of sliding penalties (see above) that are simple to implement. The first 3 on the sliding scale don't even involve a short ban, merely a warning. Only repeated inappropriate behaviour leads to actual bans of varying lengths. I can't see why you would choose to ignore our very constructive and fair solution.

At Lao Pride, we represent freedom of speech at its best,
Hardly 'at its best' since it ignores the rights of others the freedom to choose. If we choose to be exposed to pornography or are looking to pick up sex partners, there are thousands of dedicated internet sites we can go to.
On the other hand, if someone is interested in schools in Laos, does a Google search, finds and reads through a thread on the subject at Lao Pride only to end up reading about the most sexist and degrading kind of oral sex, their right to choose what to read about has been removed.
You didn't even reprimand him for those degrading and sexist oral sex posts, although I can perhaps understand that you didn't realize what he was saying. He knew full well though and is taking advantage of your continued lenience to live out his sexual fantasies in public. Lao Pride readers are his public.

that's why we are giving him another chance to redeem himself.
And under your present system you'll give him another chance, then another, then another, then another chance. Did you even read the proposed system Longhang and I are advocating?

We don't have any problems with him from our end, but we can obviously see that many people do, so I will take a more serious approach with him from now on.
Cross my heart and hope to die.
Maybe other members could give their thoughts on the simple system Longhang and I are suggesting. The best discussion forums are those built up and managed with the democratically-expressed wishes of its members at heart - not as a dictatorship or at the whim of its owners. Look at the votes at the top of this thread to get an indication of the wishes of the majority of voters on this issue.
Two of your remaining members, Longhang and I, have given you a perfectly fair solution. Continue to ignore it if you like but you won't be hearing from me again if you do.
At least I will have tried.
