Most reputable one is Asia Vehicle Rentals: http://www.avrlaos.com/ You need an international driver's license, passport and credit card.

Twenty years ago, I used to cycle to work along with all the other bicycles. The only cars seemed to belong to international aid organisations.

Now it's quite frantic with motor vehicles, especially in the rush hours when people are going to and coming from school and work. Hardly see any bicycles these days.

Luckily for me, I live in the countryside now.

It's fairly recent. The same street in the video posted by Lao Democratic has been photoshopped to remove the wires, etc. to show how it should look in the future. This one has all the wires, satellite dishes, etc. still in place.

Aren't there 5 main districts in Vientiane proper? Which district does the city belong to?

They're planing to bury all those electricity cable underground. Vientiane will look very nice when they finish. That mean more tourist, economic and population boom.
