I'm not sure where you get your info from but in the west, if you have sex and money is involved, it is called prostitution and you can go to jail. There is no such thing as a licensed company for prostitution, I almost laughed when I read that. An escort service is only legal when the service is for a woman to keep you company like a date. When the woman gives sex for money, then it becomes illegal and they can go to jail and the business gets charged and shut down. Any house or business that allows prostitution to occur will be charged with running a "bawdy house". I saw recently on the news that this woman posted to offer sex for some baseball world series tickets on craigslist. She got arrested for prostitution.

All foreigners know that prostitution is illegal in the west so they come to asia to prey on stupid asian girls who are hungry for money. Anyone from the west who reads that will laugh very hard. The government does not approve of prostitution, period. The government spends millions every year to fight prostitution. There is no "license" for prositution business, if you go and ask for that, you will be arrested. There are licenses for "adult entertainment" businesses which do not offer sex/prostitution, only watching and talking with strippers.

I think understanding the laws in the west are over your heads in Laos considering you don't even have traffic laws that make sense. People looking from the outside might think prostitution is legal cause they see it happening, but it is because the government cannot control all of it due to legal issues that are in the constitutions.

Can you show me what a sex establishment license looks like? I have never seen one before. Where can I get one of those license, what government agency can I get that from and how much does it cost? When men use an escort service and have sex with the woman and the police catch them, they go to jail, simple as that. Many men visit "massage studio's", "strip clubs", "adult entertainment" places and have sex with the women and then talk about it cause they did not get caught by the police, otherwise they would be sitting in jail. Any business can be legal, until there is money paid for sex, then it becomes illegal and the police can come and shut it down. The reason why these places still exist is because it is hard for the police to prove and obtain evidence that prostitution is occuring. Also, the gov't doesn't have enough money to fight this problem. It is the same with drugs, it is illegal but people still do it and I have seen where businesses get shut down for dealing with drugs.

I understand that Laos people don't have a very good understanding of how the laws work since Laos is still the wild wild west and money rules all. In Laos you can pay your way out of anything. In the west, you will only go to jail.

Those industries cannot sell sex for money, when they do, then they become illegal. The way they get around it is they pretend to only sell "companionship" like a dating service or porn which people can look at and they call it "adult entertainment" sometimes even "art". Porn is only legal in the US cause they can't prove that people had sex in exchange for money with the intent of sexual gratification.
