There are some lao students in Xi Shuan Ban Na where I was born and stayed for more than 40 year. There is no lao community. I dont know if there are lao people in other parts of China.

Those are Tai Lue people he's referring to. There are many Tai Lue in Laos and the language is very similar to Lao but I'm not sure if it's the same ethnic group. There are no Lao people in China and the Tai Lue are the closest thing to Lao in China.

I'd say Tai Lue and Lao are mutually intelligible, it's a bit like a cross between Lao and Lanna with some of its own unique words.
