Cowboy boots were created for riding on a horse. The heel helped to keep the foot in the stirrup. The extended calf helped to protect the leg while riding, and on the ground helped to guard against snake bites. In Texas, venenous rattlesnakes are of abundance.

I guess Young Judy Garland really like this style. See, she also wore the similar style at a birthday party for her three year old niece at Judy’s Bel Air home.

Those types of shoes that Judy Garland is wearing are called "spectator".

You're right, she seems to love this style which was popular in her days.
