Hey Admin, some of those pictures are from Kao San Road in Bangkok. I was just there recently so I know exactly what it looks like there. I went there before they had the songkran and I also went the day of the 14th which was crazy. The streets were packed and I literally had to move through a sea of people, everyone soaked and having a good time. I had to shave my hair recently to be a monk so my hair was still growing back, hehe.

I was only able to take pictures after I got out of the crowd cause it was shoulder to shoulder in that sea of people. People were throwing and spraying ice cold water which made you jump. I saw water guns everywhere. I took a taxi home instead of a tuk tuk that day cause people were waiting to soak you at every corner of every street. Fun times.

Water shortage has never been an issue in Laos, so you can use as much of it as you like. Just don't drink from tap water if you're a tourist.

So developed countries are the only ones allowed to "waste" water? I don't think anyone should be "wasting" water. I see it on the news all the time about water shortages in the US. They even have bylaws preventing you from watering your grass, commercials telling you to conserve electricity and water. Las Vegas is in need of a water supply and they are trying to bring it from Canada which so happens to have one of the largest supply of fresh water in the world. Some say that the next war is not going to be over oil but rather, fresh water.
I don't really see anything being wasted when it has a purpose, and in this case, this is how they choose to use it. I think people around me waste gas by driving over 50 miles to work everyday but if they can afford it then that's their perogative. If Laos people have enough water to drink and are able to pour it on each others head, then that's their perogative. If water is not to be wasted, then how should it be used?
People think that Laos is still developing, true, every country is continuing to develop but the mentality that beggars can't be choosers is not the case here.

I though Lao government only allow two day for ppl to pour water.Not 100% sure though.

Laos economies is growing 8% 2012-2013. :)

Three days, but look there's nothing to stop you from pouring water on other people during any day of the year.

Pouring water outside the Lao New Year period won't get you arrested, but the recipient of the water spray will give you some verbal abuse, and may even knock your tooth out.

There is nothing wrong drinking tap water.  What is wrong with tap water over there?

    Bro,  when I go back in the near future I will drink it as if it is Lao beer.  I am sure my system has been built to be immune to anything because I have consume many things that many folks have considered them to be 'crazy' ;D.

    I didn't eat birds or chicken the last time I went to Laos cause of that bird flu scare. What about mad cow disease and when they banned beef imports. I remember after the tsunami, people would not eat fish cause they feared that the fish they would eat had probably eaten dead people during the tsunami. Lucky for me, I had a taste tester in Laos who ate everything first before I ate it so I knew I wasn't going to die from eating it, haha.

    When I was a kids living in Laos. We drink water from well. No problem at all our immune system get used to it.

    We get our water from a well too when living in the jungle of Laos.
