How many car rental places are there in Vientiane? If so what are the requirements to rent a car?

There are several.

Most reputable one is Asia Vehicle Rentals:

You need an international driver's license, passport and credit card.

How is the traffic in Vientiane? I would assume it all depends on the time of day just like any city.

Traffic Laos is not very good. Street are narrow, less parking space and population is growing. Government is working on it though.

I'm sure they accept cash.

I'm guessing the credit card requirement has something to do with some kind of guarantee in case you crash the car or disappear with it.

Twenty years ago, I used to cycle to work along with all the other bicycles.  The only cars seemed to belong to international aid organisations.

Now it's quite frantic with motor vehicles, especially in the rush hours when people are going to and coming from school and work.  Hardly see any bicycles these days.

Luckily for me, I live in the countryside now.

Is this a contemporary photo? Or is it one for old times sake?

It's fairly recent.  The same street in the video posted by Lao Democratic has been photoshopped to remove the wires, etc. to show how it should look in the future.  This one has all the wires, satellite dishes, etc. still in place.

Is that photo in the city?

What district IS the city in? Aren't there 5 main districts in Vientiane proper? Which district does the city belong to?

They're planing to bury all those electricity cable underground. Vientiane will look very nice when they finish. That mean more tourist, economic and population boom.

ARe traffic signs easily understood? Most likely in Lao language or English/French or both?
