Corruption exists in every country because people are greedy or they are poorly paid. It can't be stopped but it can be minimised. What is Singapore like? I don't think that any country is perfect.
I know many rich people in Laos, but they like to act poor so that people don't steal from them, or they don't like to show off. |

There is way there is wheel There is question there is an answer( like U ) To my opinions: 1. Increase the salary up to ( 2x,3x or 4x ) 2. Enforce the Laws ( No one will be above the Laws ) 3. Build more prisons ( Re-education Camp ) I do undertand why the corruption occurrence in every the developing countries just as Laos( Poor ) To stop completely can't be but can drop down to minimum level( yes ) If You or I be a president corruption will cease forever |

I'm not smart, it's general knowledge facts. Everybody wants an increase in their salary but that's up to the employers.

Corruption is due to many factors but the main factor in this context is due to POVERTY and Government infrastructure. Government officials steal because they can get away with it, who will challenge them? You challenge them and you will find yourself in a lot of trouble yourself so people just turn a blind eye. ...You ask yourself "what can I do to stop this".....answer - Not a lot at all....it's sad but true.
Someone said that corruption happens in EVERY country...this is a bold statement and I would like to see some evidence of this...or is this just another wild statement. Corruption can only stopped if people are punished for it. By punishment I mean, jail time or large fines...or both. Making people fear the punishment will deter anyone from corruption. Obviously in a developing country this takes time and they is no short term fix. I understand that corruption is taking place right this second but hopefully it can be managed and kept to a minimum and one day wiped out completely. |

We knew, we have ears and eyes but ours seeing and hearing are totally different from you. For example: We are looking at the dog then we say that is a dog but when you are looking it then you say that ain't a dog, that is a deer ( so you can BBQ them ).

The Vietnamese and Chinese taught Laotians to eat dogs and now cats, it's sad.
I don't want to generalise, just because some people have those bad traits doesn't necessarily mean that all Laotians are like that. |

I don't think there is 1 right answer to STOP corruption. EVERYONE has a role in reducing/stopping corruption.
1. Greed - It starts with every individual. Everybody wants something for themselves. Some people don't know when or how much is enough 2. Moral and Ethical values - ຈະລິຍະທຳ, ສີນລະທຳ. Because the majority of the Laotian population lack education, therefore lack the principals of right and wrong. In my opinion, sometimes you don't need to have education to DISTINGUISH between what is right vs. what is wrong. 3. Written Laws - There needs to be written laws for ALL people to see and know about, NOT just the people with authority/power, with prescribed punishments, like jail time and/or monetary fines. One of the biggest complaints westerners have is that LAO laws "lack transparency." Meaning - Many written laws with punishments are not available or are "loosely written." True story - I went to visit Laos in 2007 for the first time sinceleaving in 1978. I was in Luang Prabang visiting wife's family. Her cousin's husband IS a tax collector (ອາກອນ) in LPB province. That guy built a big 2 story house with 4 bedrooms, nice big LR and kitchen. He drive a NEW Toyota Vigo! His wife is the accountant for LPB, his father in-law is Treasurer (ນາຍຄັງ) of LPB province. His wife sister is ຕມ at LPB airport. The average provincial worker earns what $30-$50 a month. Higher positions make upto $100-$200/month. So tell me how the hell that guy has all that? Answer - CORRUPTION! He collects what ever he wants when he WANT IT! If you question him...the answer in "orders from high up" "ຜູ້ໃຫຍ່ສັ່ງມາ" INDEPENDENCE is right. Corruption/Cheat is in our blood. If WE, adults don't change, don't teach children right and wrong, they too will be like that when they grow up. Lastly - Those that are benefitting from corruption, there is NO WAY IN HELL they will change. Corruption happens at lower levels and $$ makes its way up! |

WantLaosToBeIndependence, I have no knowledge about running a country to take their place. The current school is doing a fine job with the assistance from their highly skilled advisers.
Jason from Canada, the Government in Laos is a single party socialist state. BorLeumBanGerd, your connections in Laos have professional jobs, that's great. I guess you have to put yourself in his position, would you be riding a bicycle and living in a wooden house if you were a tax collector? In Laos, people will look down at you. It's obvious that he is corrupted, but then again if another person replaced him they will do the same thing. It's unfortunate that the higher your position, the more corrupted you become. |

Jason, the leaders have only been elected in office for the past 3 or 4 years. There will be new leaders in the coming years because they are changed all the time.
BorLeumBanGerd, I don't approve or condone corruption, it is wrong but I've come to accept that it happens and there's nothing that anyone can do about it. Let God deal with them when their time is up on Earth, I just think of it that way. Where is the evidence to backup our claim that the tax collector is corrupt? We know he has a nice house and car, but so does everybody else with a high status job. Also he most likely has protection, like you said his boss will most likely receive a percentage of the corrupted money, so by accusing him of wrongdoing we're in real trouble. He may even pay gangs to deal with you because he has money, so it's better to just leave him alone and not become involved in his business. |

All of you guys sound so negative, look at the bright side...things are improving everyday, great wall of China wasn't built in 1 day.
20 years ago if Miss Admin start something like this, she would probably got put in re-education camp or disappear forever. As for Miss Admin, if everyone fufils the obigation of a citizen to condemn the corruption, then the people in power will listen and be easier to control their subordinate, if we mind our own business then things will get worse and it will eventually effect us personally. I do believe the guy at the top is geniunly want the country to be better, although some time ideology can get out of hand like in Germany and Cambodia. As for 1 party rule infact it's not as bad as people think, the so call democratic nations try to brain wash people. 1 party rule in fact, they have opposition within the party as well, when ever there is a meeting, the majority decide the policy, but the oppostion's idea will be noted and recorded, if the policy failed, then the minority's idea will be examine and discussed (Majority not always right), China and Vietnam can advance so quickly is because of 1 party rule. The reason why it didn't work before is that it's not one party rule...it's ONE PERSON RULE. Anyway politic is a dirty word, if you guys are so concern, then take some real action like those revolutionist ( Lenin, Che, Mao etc...) and start an arm struggle, if you lucky enough to succeed, you probably think that you have worked so hard and now you deserve to own the country and act like them too. haha! |
