I have only ever been to Vientiane for a few days at a time, so don't know what it is like to be a resident there, but my impressions are.It is VERY quiet!!!! There are certainly long term resident Falang there and a number of Falang establishments, but these seemed to be mainly restaurant/hotel rather than bars.

Hello,
It's look very quiet at the first impression but if you like go outside you will find what you want, with a lot of 'sanouk' place, the only bad thing is maybe the last discotheque close at 4 AM. (If my memory is good and if that doesn't change since the end of 2011.)
